Job Description

GENERAL SUMMARY:

Under the oversight by the BSA Officer, this position performs various assignments related to the Bank s Compliance and Bank Secrecy Act Programs, Fraud and anti-money laundering functions. This position is primarily responsible for daily money laundering detection/prevention activities of the Bank and requires thorough and accurate review of BSA related filings and reports.

The individual will be responsible for the daily review and analysis of alerts generated by Abrigo, formerly (Banker s Toolbox), automated customer account and transaction monitoring system; assisting in the investigation of potential suspicious activity in or related to customer accounts, and preparation of reports, (SAR) concerning such activity to FinCEN. Analyst will assist in the daily review of complex transactions, and will be responsible for reviewing and analyzing both specific transactions and trends in customer accounts, and identifying and investigating activity that is not consistent with such customer s expected activities and behavior.

ESSENTIAL JOB FUNCTIONS:

    1. BSA/AML & OFAC compliance activity monitoring including but not limited to Suspicious Activity Reports (SARs), Currency Transaction Reports (CTRs), monetary instruments, gift cards, funds transfers, remote deposit, ACH, missing CIP, high risk reviews, management of CTR exempt and money service business (MSB) customers, information sharing and maintaining various other BSA related reports/records.
    2. Periodic monitoring of higher risk client type.
    3. Assist with the management of the Bank s CTR Exempt Customers – prepare initial exemption filings and complete annual reviews.
    4. Prepare follow up reviews (90 day) of suspicious activity based on previous SARFS, NO-SARS and SARS
    5. Perform OFAC screening.
    6. Complete and follow-up with information sharing requests (314a and 314b) as needed.
    7. Assist with BSA/AML and OFAC related training, development and delivery.
    8. Research, analyze, and investigate customer activity for potential BSA/AML/Fraud-related suspicious activity.
    9. Assist with the gathering of information for external audits and regulatory examinations. Accurately compile information.
    10. Maintain a good understanding of the BSA regulations and FinCEN guidelines relative to BSA Suspicious Activity Reporting and current money laundering schemes and investigative techniques required to detect such schemes.
    11. Keep abreast of current issues and areas of risk, and appropriately focus attention/identification on areas that pose high risk. Participate in necessary education and training to attain essential knowledge and information.

Daily Duties:

  • Review transactions (Alerts) daily, to monitor for suspicious activity, and document findings.
  • Monitor new account(s) compliance with Customer Identification Program (CIP) and OFAC regulations. Monitor OFAC compliance in wire department.
  • Investigate alerts/cases involving, but not limited to cash structuring, ACH, Checks, Monetary Instruments, Cash, ATM, wire transfers, commercial loan payments, and referrals from branches (SARF), regarding their customer's activity and Behavior.
  • Investigate and prepare SAR s for reporting to FinCEN.
  • Document investigative findings to support SAR/no SAR dispositions.
  • Review reports for check kiting activity.
  • Review for accuracy and assist in the submission of CTR s.
  • Review documents for CDD, EDD and Beneficial Ownership for completion and accuracy
  • Report suspicious activity to BSA Officer.
  • Understand, educate and enforce BSA Policies and procedures amongst the markets.

Periodic Duties:

  • Assist with completion and coordination of external audits and regular examinations. Accurately compile information; prepare work papers and responses.
  • Serve as a resource for Bank branches, departments and management.
  • Assist in the coordination of compliance and risk meetings as required.
  • Monitor High Risk client activities as appropriate based upon risk rating; research and document investigations.
  • Assist with annual reviews of exempt persons and Money Service Businesses
  • Perform 314(a) bi-weekly uploads and review results (duties to be shared)
  • Occasional travel to area markets or educational conferences when available
  • Other duties as assigned to support BSA dept.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Computer literate; basic proficiency in spreadsheet and database reporting applications; Microsoft Office Suite/internet navigation skills including proficiency with internet search engines
  • Strong oral, written and interpersonal communication skills
  • Knowledge of and experience working within a BSA/AML/Fraud detection software platform
  • Strong analytical skills and ability to determine what is reasonable
  • Ability to understand and analyze specific transactions and trends within customer accounts
  • Ability to manage multiple on-going matters simultaneously, (Time-Management)
  • Observe the highest degree of confidentiality in handling of information received in the course of discharging responsibilities
  • Basic knowledge of Fiserv Navigator, Wire Exchange, Credit Information Systems beneficial
  • Self-starter able to work without constant supervision
  • Able to provide positive guidance regarding regulatory requirements to other personnel
  • Demonstrates strong interpersonal skills to communicate effectively with officers and staff.

EDUCATION AND EXPERIENCE:

  • College degree preferred, but equivalent banking experience may be considered
  • Minimum of 3-5 years BSA/AML/OFAC experience required; including CTR/SAR filing
  • Minimum of 1-3 years banking experience in a medium or large institution beneficial
