Business Subject Matter Expert

Duration: 4 Months (Contract Position, Benefits Not Provided)

Hourly Rate: $80 W2; $92 CTC/1099

Review all technical specifications in the contract between Consolidated (formerly Fairpoint) and the Emergency Services Communications Bureau (ESCB) for 911 services provided by the 2013 contract.

Assists the ESCB in determining what changes or additions to the technical specifications should be made in a future contract between Consolidated and ESCB beginning in 2021 to ensure that Maine is staying up to speed with the evolving 911 industry and technical advancements.

Assist/advise the ESCB in meetings and discussions with Consolidated involving propose technical specifications for the future state of ESCB s 911 system.

Assist in future contract discussions and contract language review to ensure that technical specifications meet the ongoing needs of the ESCB

Project Overview - The ESCB requires technical support in the evaluation of the contract with Consolidated for 911 services. The contractor will assist the ESCB in this technical evaluation and provide advice to the ESCB related to a possible future contract with Consolidated

Required Skills:

  • Consults with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization
  • Requires knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter
  • Conducts study or survey on need or problem to obtain data required for solution
  • Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services
  • Advises client or department heads on alternate methods of solving need or problem, or recommends specific solution
  • Requires experience providing consulting services to governmental entities
  • May be designated according to field of business and technical specialization
