Local and state leaders created the Des Moines Area Regional Transit Authority, or DART, out of the Des Moines Metropolitan Transit Authority, or MTA, in 2006. The move has enabled the agency to begin evolving into a more regional transit system.

Under general supervision, on an assigned shift, the Dispatcher will coordinate, schedule, deploy and dispatch fixed route and paratransit bus operators, Operations Supervisors, emergency personnel, service vehicles and equipment to maintain on-time performance of DART bus services while ensuring a commitment to safety through consistent and professional behaviors that demonstrate safety is a fundamental value that guides all aspects of our work.


  • Act as central control for day-to-day routing, scheduling and mechanical problems and dispatch assistance for road calls and other emergency situations
  • Prepare daily work schedules for Bus Operators and dispatch buses to operators for all routes
  • Maintain ongoing contact with Bus Operators to inform them of detours, street and traffic conditions and general changes to schedule
  • Provide timely support and problem solving information to operators regarding operating difficulties (e.g. mechanical failures, street detours, accidents, security incidents, etc.)
  • Respond to constant changing needs of the agency in relation to coverage of operations
  • Assign operators to cover absences due to illness, lose outs, management request and other events, per the procedures of the collective bargaining agreements
  • Inform Operators of pertinent policies and procedures and ensure conformance
  • Ensure all changes are entered into computer for payroll processing purposes
  • Provide exemplary customer service to internal and external customers through on-time service, clear communication, efficiency of service and personal example
  • Assist in maintaining logs of scheduled runs, vehicles assigned to which operator and ensures all open runs and vacation schedules are posted bi-weekly
  • May perform duties of Operations Supervisor or Bus Operator during periods of emergency or staffing shortages


  • High school diploma or GED
  • One to three years of previous supervisory experience preferred
  • Prior demonstrated experience working in a high stress environment


  • Knowledge of Des Moines and surrounding area city streets, landmarks and related geography in the DART service areas
  • Knowledge of the Americans with Disabilities Act and its requirements as they pertain to the needs of the elderly and disabled (as it applies to the paratransit operations)
  • Knowledge of principles and methods of bus transportation services at DART
  • Knowledge of dispatching principles and techniques
  • Knowledge of the bargaining unit agreements pertaining to work assignments, bidding process and other related operator procedures
  • Knowledge of personal computers and current software programs for word processing, spreadsheets, presentations and databases at the basic level; as well as general knowledge of specialized software related to functional area

Skills or Ability to:

  • Ability to use good judgment and common sense, making prompt, cost effective and sometimes critical decisions while working under high pressure situations and within strict deadlines
  • Ability to provide leadership to establish and maintain effective, cooperative working relationships with bus operators and other departmental employees to ensure safe and efficient operations
  • Ability to communicate clearly and concisely to convey information to bus operators, supervisors and other agency personnel via in person, telephone, and radio communications
  • Ability to perform multiple tasks simultaneously while keeping a calm and positive demeanor
  • Ability to work effectively in a diverse workforce
  • Ability to learn quickly and efficiently use additional software programs necessary to the functional area

Special Requirements:

  • Ability to work unusual hours, which may include early mornings, late evenings, weekends, holidays, split shifts
  • Class B Iowa Commercial Driver s License with Passenger and Airbrake Endorsement preferred
  • DOT Medical Certification must be maintained per the requirements of the DOT


This position has indirect responsibility over DART bus operators and assists Operations Supervisors in providing work direction and ensuring adherence to policy


On a normal work day, this position requires:

  • Prolonged periods of sitting and reaching
  • Extensive use of hands, fingers and arms in operations requiring constant handling of paper documents, computing and entering data using a keyboard and ten key calculator
  • Clarity of vision at 20 inches or less to read and enter numerical data
  • The ability to hear normal verbal conversation with or without corrective devices to communicate with co-workers and customers
  • The ability to speak and read the English language clearly and concisely

This position involves a great deal of pressure (primarily mental) and stress which are inherent in the provision of transit services within a metropolitan area and responding to the needs of drivers and the public in the cost effective delivery of program services.


  • Primary work location is in a general office environment, heated during the winter and cooled in the summer. Job is not subject to significant occupational or environmental hazards.
