This is an open requirement for a Software Developer. Vendors shall propose candidates who possess the knowledge, skills and can execute all duties/tasks and responsibilities as listed in the labor category description. Additionally, the candidate must meet all mandatory skills specifically listed in conjunction, or in addition to, the details in the labor category description. The desired skills are a list of preferable skills the candidate may possess but are not required to execute the work. Before proposing a candidate, vendors should take note of the overall work description in order to gauge what skill level is being sought by the customer as well as the trade-off standard for the position. The Sponsor is looking for a motivated Software Developer to join this mission critical office. This high visibility office is in need of a self-starter who will work hand-in-hand with senior managers and other senior technical personnel. The Software Developer will work with both the Sponsor and the Sponsors partners and customers to coordinate the development and management of analytic solutions and tools for the Sponsor project. The candidate will work with a medium size team of Subject Matter Experts (SMEs), application architects, senior managers, and operations personnel to develop, design and implement Sponsor focused IT solutions. She/he will work with technology, such as Amazon Web Services, DEVOPS, test defined development, virtualized environments, web services, and access control capabilities. She/he will work on at least 1 to 2 new development projects simultaneously with at least 2-3 operations and maintenance (O&M) projects.

Mandatory Skills:

  1. Demonstrated experience working as a Software Developer on a team of 25 or smaller, developing applications with a customer base of as small as 12-125 users. That experience should include cloud-based programming, coding and scripting processes, tools and solutions in an Agile environment.
  2. Demonstrated experience with GIT and/or Jenkins, and willingness to do Test Driven Development (TDD).
  3. Demonstrated experience developing web services/applications in Ruby on RAILS, developed using an IDE (e.g. Eclipse, or NetBeans), and deploying them to production environments; SQL database development skills (e.g. MySQL, Oracle, etc.), web development with front-end or GUI development technologies to include but not limited to HTML5, CSS3, Javascript, JSON and Bootstrap.
  4. Demonstrated experience deploying applications to a cloud infrastructure using Amazon Web Services (AWS) or similar cloud technologies.

Optional Skills:

  1. Demonstrated experience with the implementation of enterprise Externalized Access Control solutions, policies and APIs using commercial or open source Policy Decision Engine products.
  2. Previous demonstrated experience with the Sponsor's and Sponsor's Partner's customers.
  3. Demonstrated experience exhibiting oral and written communication skills, with the demonstrated ability to communicate complex technical topics to senior management and non-technical audiences. This includes facilitating discussions, leading conversations, and exhibiting customer service skills.
  4. Demonstrated experience with modifying or writing Ruby gems within the last 5 years.
  5. Implementation of search capabilities such as ElasticSearch and/or SOLR within the last 5 years.
