Description:

This is a hands-on position that is in need of a self-motivated person to serve as the developer for the Sponsor. The successful candidate is expected to be ready to lead various components of the Sponsor. While developing key areas of Sponsor, the candidate will manage the transition of components to a production environment. The candidate will work collaboratively with Data Scientists and other developers internal to the sponsor and external partners to complete deliverables within specified timeframes. The developer will play a key role in technology development activities throughout the organization that will impact the office. The incumbent will leverage Data Science work within the Sponsor Program to determine common areas of repeatable workflows that could potentially provide more sustainable optimal or timely mission solutions leveraging the office. The successful candidate is expected to lead development efforts, and evaluate system health and take action to develop, maintain and operate applications, integration, interfaces, widgets, and dashboards. The successful candidate will work with all aspects of natural language processing and machine learning data processing technologies that are a significant component to the overall architecture to the office to produce detailed analysis. The candidate will report to the Staff Officer in Charge and provide a weekly update for development/O&M tasks. The candidate will mitigate, manage and ensure requirements are met throughout the development life-cycle and manage scope creep by adhering to the Sponsor process and engage the Staff Officer when needed. The incumbent is one of the key data experts and participates in a wide variety of internal and external customer events to advance the analytic tradecraft, improve the offices tool capabilities, and stay current on the latest trends involving data.

Key Duties:

Participate in technology assessments and provide inputs to develop and sustain program systems.

Plan and implement testing activities to include test plans, unit testing, integration testing, configuration management and UAT technical support.

Establish maintenance schedules standardizing upgrades and patching plans for production systems.

Participate in the development of a fee for service model for analytics as a service defining full life-cycle for requirements to costs of service

Other development related duties as they occur.

Mandatory Skills:

  1. Demonstrated development experience using various languages with Java, and/or C++ being current and serving as the Development Tech Lead with proven Enterprise system architecture and design experience and producing the requisite support documentation.
  2. Demonstrated experience translating requirements to technical specification for advanced solution, integrations, and enhancements.
  3. Demonstrated ability to understand Mission needs and translate for strategic alignment with the technical direction of the Program.
  4. Demonstrated experience as a Scrum Master in an Agile development team.
  5. Holds a Bachelor's degree or equivalent in Computer Science, Data Science, Data Architecture, Data Analysis, or equivalent experience.

Optional Skills:

  1. Demonstrated experience using NiFi to develop workflows.
  2. Demonstrated experience working with conventional languages and/or tools for Big Data, such as R, Prologue, Python, Hive, Pig, Hadoop, Spark.
  3. Demonstrated experience working with Natural Language Processing technologies; and/or have experience with Entity Extraction tools.
  4. Demonstrated experience showing initiative, problem'solving skills, flexibility, technical acumen, resourcefulness, and ability to work as a team player.
  5. Demonstrated experience with SQL and Java programming.
  6. Demonstrated experience of distributed computing technologies.
  7. Demonstrated experience developing in an AWS-like, cloud environment.
  8. Demonstrated experience with or direct exposure to Sponsor's Partner's-PUBS-XML, or comparable XML formats, especially from the Sponsor.
  9. Demonstrated experience with data Extract Transform Load (ETL) system design and development using tools such as Pentaho and/or manual ETL.
  10. Demonstrated experience with indexing data using technologies such as Solr and/or Elastic Search.
  11. Demonstrated experience with COTS Integration and custom software development within the sponsor or sponsor's partners environment.
